No surgery is not always needed to fix a broken leg.

However if they want to do surgery go ahead with it and don't worry.

Fibula breaks are not as important as tibia breaks. My fibula healed up within 2-4 months (I am not exactly sure when healing was complete as I had a broken tibia as well in the same leg).
